Title: Mood Structural Analysis on Governor David Nweze Umahis Measures Taken to Fight the Scourge of Lassa Fever and Covid-19 in Ebonyi State: A Systemic Functional Approach

Abstract: This study presents an exploration of how interpersonal relationship are created in a speech text. The study seeks to investigate Governor David Umahi’s text speech on measures taken to fight the scourge of Lassa Fever and covid-19 in Ebonyi State. The analysis is an attempt to explore the power of using language in addressing public on sensitive issues affecting the people. The power relationship could be regarded as the relationship between the leader and the lead. The work set out to analyse the mood structures in the text speech. The Systemic Functional Linguistics (SFL) theoretical framework is adopted for the study. The data were broken down into clauses and analysed for mood within the framework of systemic functional grammar. The analysis reveals that there are 25 clauses, in the text speech which is made up of 8 imperative and 17 declarative moods respectively. The finding shows that the governor used less of imperative mood to state the power relation and more of declarative mood to indicate his personal credibility. In conclusion, the aim of the text speech is to get the audience convinced and persuaded on the subject i.e. matter-measures taken to curb the outbreak of Lassa Fever and Coronavirus in Ebonyi State.
